This is the arrangement for files when they are to be used on a Second Sight Bulletin Board Service (SS-BBS). The text file ARTW resides in the Folder ARTW-F. Which is next to the copy of Waldo used to process it for your copy of SS-BBS. The files ARTW-1 through ARTW-12, ARTW-S and ARTW-T are the files that Waldo makes for  displaying the text on SS. Once created by Waldo those files may not be moved or they will not function.  If you need to change the location of files then you must generate new files with Waldo after moving Waldo and the documents.
